Motor carriers transporting Division 1.1, 1.2, or 1.3 materials must furnish drivers with certain required documents.
Key definitions
- Shipping papers: A shipping order, bill of lading, manifest or other shipping document serving a similar purpose and prepared in accordance with Hazardous Materials Regulations.
- Transporting: The movement of property and loading, unloading, or storage incidental to that movement.
Summary of requirements
Motor carriers transporting Division 1.1, 1.2, or 1.3 materials must furnish drivers with the following required documents:
- A copy of Part 397 – Transportation of Hazardous Materials Driving and Parking Rules; and
- Instructions on procedures to be followed in case of an accident or delay. This must include the nature of the explosives being hauled, the names and phone numbers of persons to be contacted and precautions to be taken.
Drivers are required to sign a receipt for these documents and the carrier must maintain the receipt for one year.
In addition to the above documents, drivers must also have the following:
- Proper shipping papers;
- A written route plan for the Class 1 materials shipment. In some cases, this plan may be prepared by the driver, if the trip begins at some other point than the carrier’s terminal.
