Transportation leasing exemptions

Based on the information in the scenarios below, would the vehicle be exempt from leasing requirements?

Scenario 1: Transportation will be performed both within commercial zones and outside of commercial zones.

Scenario 2: The vehicle is leased without a driver from a company that is principally engaged in the renting and leasing of equipment.

Scenario 3: The vehicle and trailer are both leased from a renting and leasing company along with a driver.

Scenario 1: No. A vehicle is only exempt from leasing requirements if all transportation is performed within commercial zones.

Scenario 2: Yes. Vehicles that are leased without a driver from a renting and leasing company are exempt from leasing regulations.

Scenario 3: No. Trailer only leases are exempt from leasing requirements but combinations and or individual vehicles with a driver need a lease agreement.
