A Title V permit, also sometimes called and Air Operating Permit or Federal Operating Permit, is intended to simplify requirements for stationary sources by consolidating pollution control requirements from federal or state regulations into one permit. Title V permits are issued to all major sources and a limited number of smaller, area and minor, sources. Most Title V permits are issued by state or local agencies (these are “Clean Air Act part 70” permits) and a small number of Title V permits are issued by the EPA (“Clean Air Act part 71” permits).
These permits are called “Title V” permits because the requirements come from that part of the Clean Air Act. Title V sources may still be required to obtain other air permits, such as PSD, NSR or minor source permits.
