It should be no secret that as waste manifests travel, anyone who handles the accompanying waste must sign it.

The manifest is regulated by both EPA and the DOT. It contains detailed information on the type and quantity of the waste being shipped. Each manifest has a unique 12-digit manifest tracking number.

EPA’s e-Manifest system launched on June 30, 2018. While the information reported on the manifest remains the same, the data will be collected by EPA and made available on a publicly accessible website. Changes to the hazardous waste manifest system include:

  • Replacing the 6-ply manifest with a 5-ply form, resulting from the replacement of two copies that were previously earmarked for distribution to states with one copy to be submitted to federal EPA.
  • The copy distribution notation at the bottom of Page 1 requires the designated facility to submit this copy to the e-Manifest system.
  • A warning notice to designated facilities on Page 3 advises that these facilities have responsibilities under the e-Manifest Act.
  • Instructions on the back of each copy correspond to the type of handler associated with each manifest copy. Each copy must be distributed as follows:
    • Page 1: Designated facility to EPA’s e-Manifest system
    • Page 2: Designated facility to generator
    • Page 3: Designated facility copy
    • Page 4: Transporter copy
    • Page 5: Generator’s initial copy
