Training
  • Employees who transport hazardous materials by vessel must be properly trained following the Hazardous Materials Regulations.

Under Part 176.13, carriers must make sure their crew members who handle hazardous materials by vessel are properly trained, following the requirements in Part 172, Subpart H of the Hazardous Materials Regulations (HMR). That training includes:

  • General awareness/familiarization
  • Function specific
  • Safety
  • Security awareness
  • In-depth security, if required

Each crew member’s hazmat training record must be kept on board while they’re working on the vessel.

Also, according to section 176.7, the person in charge of the vessel is responsible for making sure the crew has the right credentials, like a license, certificate of registry, or merchant mariner’s document, as required by 46 CFR Parts 10 and 12.
